Buyer’s answer: OEM, ODM and CDMO describe different starting points for a project. The useful distinction is which formula, development and production responsibilities are included in the agreed scope.
OEM: work from an existing specification
An OEM brief normally begins with a defined formula or product specification supplied for manufacturing review. The project still needs feasibility, packaging, test and document alignment. Ownership and authorized use of the formula should be clear.
ODM: develop from a product direction
An ODM project starts with a desired range, flavor or positioning and turns it into an approved product. Sample iterations and packaging work should be included explicitly in the scope, with a clear approval path.
CDMO: connect development with manufacturing
A CDMO scope can connect formulation work, analytical requirements and scale-up planning with production. The term alone does not establish which tests, regulatory services or intellectual-property rights are included. Confirm those responsibilities in writing.
